On Thursday, September 24, discussions took place within the sections of the international scientific-practical conference "Current issues of a development of the system of provision of educational, social, medical, habilitation/rehabilitation services to persons with disabilities".
An important topic for discussion was the staffing and qualification skills of specialists providing services to people with disabilities. Here, Martin Hasler (Switzerland), organization management consultant and project manager, shared his experience with colleagues. The first section also raised the issue of shortage of specialists involved in the provision of comprehensive social and therapeutic services, and the problems of providing daily support for people with physical and/or mental disabilities.
Deinstitutionalization became a key issue around which discussions were conducted. The participants of the second section of the conference dedicated their reports to it, which, in particular, touched upon the structure and functions of the system of providing effective educational, medical, social, and rehabilitation services for people with disabilities at the regional level.
Strategic advisers in Palmer (Rotterdam disability and mental health care provider) Audry van Vulpen and Pieter Verdoorn spoke about the changes in the Dutch care system, which has evolved from institutional to community-based care. Mykola Kuleba, Commissioner for Children's Rights of the President of Ukraine, Bohdan Kykyna, the director of Vilshany Orphanage, and other experts shared their arguments from the point of view of domestic experience.
The formation of the human capacity of service providers and heads of relevant departments was discussed during the third section of the conference. For example, Prof. Erik Hoencamp the psychiatrist of the Parnassia Group (Mental Health Institute, Netherlands), identified the needs of patients as a starting point in the formation of staff capacity. Prof. Andreas Schauder spoke about the specifics of the education system in the field of social services in Switzerland. Ivan Myronyuk, dean of the Faculty of Health and Physical Education of Uzhhorod National University, Maryna Mruha, state expert of the Directorate of Higher and Adult Education of the Ministry of Education and Science of Ukraine, Larysa Samsonova, head of the Expert Group on Inclusive Education of the Directorate of Preschool, Non-Formal and Inclusive Education of the Ministry of Education and Science of Ukraine, Prof. Peter Vansač, director of the Institute of bl. M. D. Trčku (St. Elizabeth University of health and social work) (Slovakia) and others actively joined the discussion.
The role of communication in the development of a tolerant and inclusive society was a key issue in the discussion of the fourth section of the conference. Here, participants analyzed the issue of public awareness of the importance of child growth in the family or in conditions close to family and the state of reforming the system of institutional care and child-rearing. Attention was focused on the importance of conducting awareness-raising campaigns, intensification of educational and training activities, preparation of teachers to work with children with disabilities, special educational needs. Along with comments and suggestions for their elimination, the participants of the discussion shared their positive experiences of self-realization, receiving educational services, full-fledged socialization. The motivational aspects and the role of attentiveness to clients were touched upon in the introductory report by Petra Munen, a manager in the Acute Admission Department of Parnassia Group – Mental Health Institute (Netherlands).
It is important to emphasize that communication on various sectoral issues will continue after the conference. The subject of such interaction will be determined by the content of the communication form, which interested participants will be asked to fill in later.
The second day of the event ended with an online master class "How to behave in case of aggression and behavioral disorders?" from Lucas Wunderlich – mediator, social educator, specialist in crisis Intervention and conflict.
During the summing up of the conference on Friday, its participants will touch upon the topic of reforming the system of providing quality services to children and people with disabilities. The main provisions expressed by experts in the discussions will form the basis of the resolution and roadmap for the year of deinstitutionalization.
