During the week, the Transcarpathian Regional State Administration held meetings of profile councils that address the problems of institutional care and child-care and the creation of a system of early intervention services. Natalia Kabatsiy, the director of the Medical Aid Committee in Zakarpattia, was represented as a member of these councils during the discussion.
Thus, during the first meeting, the Regional Plan for the Reforming the Institutional Care and Parenting System in Zakarpattia Oblast for 2019-2026 was approved. The approval of the document is the result of close cooperation between the executive authorities and public organizations. Given that the country is undergoing administrative, educational, medical, retirement, judicial and other reforms, the Plan is open to proposals and changes. Implementation of the Regional Plan measures will strengthen the responsibility of the local executive and local self-government bodies for the social protection of children, create a market for social services in which the state will not have a monopoly, reduce the number of children sent to boarding schools and increase the number of children placed in full-fledged families, create family-friendly living arrangements for children in residential care.
The next day, a meeting of the Regional Advisory Board on the implementation of the pilot project "Creating an Early Intervention Service Delivery System" was held. The council members approved the proposals for the draft State Standard for Early Intervention Services and recommended it to be used in Zakarpattia oblast as a pilot region. This is one of the important steps to launch a fully functioning early intervention service, which is increasingly being addressed by Zakarpattia oblast. The proposals made by the specialists will be submitted to the Ministry of Social Policy of Ukraine.
